For that reason alone it is unlikely that a game which has as large of a player base as Star Citizen will be added to Steam because Cloud Imperium Games, Chris Roberts in particular, prefers all funds that come from selling the game to be put straight into developing it. There are multiple reasons for this, but the biggest one is that Valve takes a percentage of every transaction from when a game is sold, similar to box stores selling games. It is highly unlikely that Star Citizen will be added to Steam's library of games.
